In continuation the postings made at this blog and also at www.chetanaspecialschool.blogspot.com, it has done some good work in addressing the needs and issues of the parents and their children.

Again i am going to meet the parents, children, teachers and other supporting members on 11th Feb at its school. This gives us teh opportunity to review the work status, new challenges, scope for further opportunities, and move forward for the inclusion of these children. Persons with disabilities were deniedtheir rights with equality to be part of family and community and thus forced forexclusion. The need of the hour is to understand their vulnerability,challenges and provide services, support & opportunities to get theirrights with equality and dignity like their counterparts in the community. Thisis well supported that disability, poverty and development acts as cause andconsequence of each other which affects development of the people and Nation. Alongwith growth and development, the disability population is in increasing trendand as per the recent Censes it is expected to be around 14%. The vulnerabilityof the PWDs in the rural villages is more complex as more than 70% of them livein it. All the human rights are also applicable to the persons withdisabilities. In addition, there exist special rights through various acts likeMental Health Act, Persons with disabilities Act, Rehabilitation Council ofIndia Act and National Trust Act. The Government and Civil SocietyOrganizations are extending the support by way of various schemes and benefitsincluding Corporate Social Responsibility initiatives from Industries andCorporate. Other area needs to be concentrated is to develop measures withmulti-disciplinary and multi-sectoral approach to work for the prevention of disabilities. In spite of best efforts of thestakeholders, still PWDs have got limited opportunities and majority of themcould not be part of the community which is having barriers and an inaccessibleenvironment.

The process to overcome thesechallenges and vulnerability has resulted to United Nation Convention on theRights of Persons with Disabilities (UNCRPD) which has brought paradigm shiftin the whole concept of rehabilitation of PWDs from charity to welfare todevelopmental to human rights. Indiahas signed and ratified this convention and thus become mandatory to providethe services and supports to PWDs with right based strategies and interventionsas an inclusion. The shift from inabilities of PWD to the barriers of theirsurrounding environment emphasizes towards the development of right basedcommunity based rehabilitation.

Thepresent study deals with the rights based paradigm shift, process of amendingIndian disability acts, concept of right based community based rehabilitationmodel and the attitude of the stakeholders towards this shift including theneed of prevention of disabilities. It also presents the opportunities for theNGOs, DPOs and other Civil Society Organizations to work for creatingaccessible environment so that mobility can be enhanced for leading independentliving with better sustainability and quality of life in an inclusiveenvironment as a contributing member and to work for the prevention ofdisabilities for making disability free society.

Rural poverty is the worst form ofviolence and works as a cause & consequence of disability and further resultsfor the social and economical exclusion of the persons with disabilities.Disability is the barrier for the rural development and further affects thequality of people’s living. The data base reflects that in India more than70% of persons with disabilities (PWDs) lives in the rural villages and theirlimited capacities and in accessible environment creates barriers in accessingthe required service supports. The PWDs dependency not only affects theirdevelopment but also affects the family, community and Nation. Based on therecent Censes, the disability population is in increasing trend and expected tobe around 14%. This puts pressure for making effective measures for theprevention of disabilities and thus moving towards the disability free society.This cause and consequence process alarms the stakeholders to look forinnovative and creative need based strategies and interventions for theirinclusion at all levels with empowerment both socially and economically.

The existing disability acts like:Mental Health Act, Persons with Disabilities Act, Rehabilitation Council ofIndia Act and National Trust Act works with the concept of equal opportunities,full participation & protection of rights and development of humanresources. In spite of the best efforts of stakeholders, still there exist widegap to create an inclusive environment for PWDs. This leads for the search andended by signing and ratifying the United Convention on the rights of thePersons with Disabilities (UNCRPD). This has brought paradigm shift moving thewhole process of rehabilitation from charity to welfare to developmental tohuman rights model. This convention puts more emphasis on the environmentrather than the inabilities of the PWDs. The Indian Disability Acts and Policiesare under the process of amendment tuning to the concept of UNCRPD. In thisprocess, community based rehabilitation with right based strategies andinterventions gains significance as it works with the concept of “for thepeople by the people”.

The present study deals with thechallenges of poverty, vulnerability of the people, social exclusion of thepersons with disabilities, status of Indian Disability Acts, paradigm shift inview of UNCRPD, process of amending the disability acts, concept model of rightbased community based rehabilitation and prevention of disabilities. It alsofocuses towards the efforts of selected NGOs, Parent’s Organizations and DPOsworking for the empowerment of the PWDs with right based strategies andinterventions covering parts of Andhra Pradesh. The empowerment model isflexible & got acceptance and recognition from the stakeholders and it canbe replicated in other environments matching to the needs, skills andvulnerability of the targeted groups as an inclusion.

The concept of 3-D investment is welcome and certainly works with wonders. The concept of Business to Business (B2B)works only for the benefit of the Investors or the Managers. This may work for short period and certainly looses the long term benefits. This concept is slowly moving towards the Business to People (B2P)as business can only be done with people. It means the third dimension of investment i.e. positive social impact has become tag word and become priority at the time of project planning itself. In this connection, the message reflects as:

1. Yes, the hard-edged investors certainly accepts for the concept of adding

positive social impact as their contribution goes to the people and gets

good long term benefits.

2. Yes, there exists several tangible examples in the world and in India. The

one who is good at Corp[orate Social Responsibility (CSR), i.e. contributing

for the community development gets priority for investment and as well as to

business with good branding.

3. Every one is part of the community and taken something from it for

developing themselves as producer or investor. Then it becomes

irresponsibility for them to contribute back to the development of

community. This is seen in most of the Corporate Sector where the Corporate

and its Employees do extend lot of support to the people with participation.

Now a day t has become part of their life and media play significant role in

motivating others to follow.

4. Initiation is going on in this direction and certainly,things will be netter

for working towards positive social impact by all the stallholders.

5. Yes, clarity is required for the investors about the need and ways of

creating positive social impact. This can be circulate or informed at at the

time of investment itself. Hope the investors can understand the philosophy

and respond positively towards the 3-D mode of investment.

The Acts, Conventions and Policies all over the world agreed for the paradigm shift of working for the positive social impact from charity to welfare to developmental to human rights. Certainly this is a welcome step for moving towards 3-D Investment.

REPUBLIC DAY 2012 WITH MANOCHETANA

Dear All

I had an opportunity to be with Manochetana, the National Awarded NGO for the celebrations of Republic Day 2012. It was a good gathering and pleasant. The children with special needs were quite happy to see the guests and celebrating environment in its campus. The chief Guest who himself is a parent of son having mental retardation who become part of the community spoke about his son who become the contributing member. He assured for better support for this cause. The youth came from the Leo Club were quite energetic and surprised to know the whole process of rehabilitation and the role of Manochetana. The occasion gave the opportunity for the visitors to know the credentials of Manochetan including the recent National Award from the National Trust, Ministry of Social Justice & Empowerment, Government of India, New Delhi and wished the team to achieve more such milestones.

WORLD WATER DAY ON MARCH 22ND 2012

Dear All

It is the fact that THERE IS NO LIFE WITH OUT WATER. Every one is facing the consequence of the water crises. At present it has reached the burning & alarming stage. Knowing the problem should not be end of our thinking. Our ancients are wise and never had such problems with water. That may be one of the reason for not including water in our nation's poverty eradication or alleviation programme which states "ROTI, KAPADA AND MAKHAN". After having so much of brainstorming for understanding the SWOT of the WATER, we all decided to move towards the olden & golden traditions like: RAIN WATER HARVESTING AND WATERSHED.

The people all over the world recognized the significance of the water challenges and declared it has a day to mark it on 22nd march on every year. On this day, several programme with innovation will be organized as a mission for developing and creating access for water with better sustainability and quality.

Some simple measures by all of us will help the people to get quality water and further to maintain good health and nutrition. I request others to do the same at their internal and external environment so that our collective efforts will work for the creation of better water resources.

I will be doing some programmes with innovation by association with NGOs and other stakeholders. More posting will be made in this direction.

BARRIER FREE ENVIRONMENT WITH RURAL INFRASTRUCTURE - NIRD

In continuation to the earlier postings made in respect of the DEVELOPMENT OF RURAL INFRASTRUCTURE, the training progrmme held at NIRD has came to end on 20th Jan 2012. In the valedictory session, the reflections, feedback and other other interactions were quite interesting. Some of the highlights are as follows:

It is the top priority to develop the rural infrastructure both physical and technological for attaining the rural development as well the nations development with better sustainability and quality.
Energy tops the list with emphasis on the non conventional including solar and wind.
Water and sanitation got the priority including water harvesting and watershed development & management.
Housing follows
Heath both for the prevention and cure including the disability, HIV / AIDS etc.
Education - is the most powerful empowerment tool,
Employment and livelihood for economical empowerment,
Environmental protection..
Use of e- technologies &
Finally all leads for the development of E-GOVERNANCE.

The participants got the points and opportunities to carry forward for developing matching infrastructure at their respective PANCHAYAT with better accessibility which finally leads for INCLUSION of all at all levels with better participation, accountability and transparency (PAT).

Looking forward to have more such interactions with better connectivity for working towards RURAL DEVELOPMENT which is the backbone of our nation's development with better sustainability and quality.

In continuation, i will be part of the above cited programme to be held from 16th to 20th at NIRD, Hyderabad. This is the most needy and all the stakeholders needs to strengthen the PRI both for formulation and implementation of the developmental programmes including social auditing. In this process creation of spaces, barrier free environment and inclusive environment as per the concept of UNIVERSAL DESIGN is the top priority to create better access for all at all levels.

In continuation, it is the well known fact that the bottom up approach is an effective model in working for the development with better sustainability. In this process the Panchayat Raj Institute (PRI) which is the grass-root administrative unit gains the priority to work for the people by the people.

Abstract

A remarkable property of Fourier transforms, especially applicable to inclined continuation of potential geophysical fields, is the principle of 'complex frequency scaling.' Briefly stated, let f(x) be the (gravity/magnetic) field due to a two-dimensional structure along a principal profile and F(omega ) be its Fourier transform. The field along a profile passing through the same reference origin and tilted by an angle phi in the counterclockwise direction (+X to -Z) is obtained by inverse Fourier transforming F[omega exp (-iphi )] for positive omega .The complex scaling property and proof of the resulting space-frequency domain relationship are presented, introducing the total field as the analytic signal of the horizontal component. The applicability of the complex scaling principle is illustrated by considering selected geometric models. This principle can be advantageously applied for continuation of two-dimensional potential fields onto inclined planes.

The concept is still relevant and got scope for further development. More to do in this direction.

E - CBR - DISABILITY REHABILITATION

Dear All

In continuation, it is the fact that CBR is the strategy of community development with the participation of all its members for holistic development covering medical, social and economical areas which leads for their inclusion including the marginalized groups with better sustainability and quality of life.

Among the marginalized, the persons with disabilities including children and women with priority gains importance as disability, poverty and development are the cause and consequences of each other. Water is added later as the whole development depends on the availability and access with water for all purposes.

The process is going on to use the technologies (ICT) for the empowerment of the PWDs for getting their rights with matching strategies and interventions.

More needs to be done in the line of E-CBR as it is going to be the best bottom - up approach which connects the stakeholders with better participation and inclusion.

In continuation, all the stakeholders are moving towards the right based strategies ad interventions. The rights and policies are also insisting towards this.

The need of the hour is to work for the people's "EQUAL OPPORTUNITIES, FULL PARTICIPATION AND PROTECTION OF RIGHTS" and thus moving towards their independent living with better sustainability and quality of life.

This is possible with the bottom-up approach by empowering the PRI. The need of the hour is to design the right based strategies and interventions with community participation which results for the model of Community Based Rehabilitation. This model is certainly better than the other models as it works towards holistic development covering medical. social and economical areas with better sustainability and quality of life (QOL). To make it more effective, all the matching technologies needs to be utilized and in this process CBR will move towards "E-CBR". I will be posting more on this key area.

INCLUSION OF PERSONS WITH DISABILITIES - COMMUNITY BASED REHABILITATION

In continuation, the need of the hour is to work effectively for the inclusion of the persons with disabilities at all levels with empowerment which leads for their independent living with sustainability and quality of life. UNCRPD and further amendment process of Indian Disability Acts are moving towards the formulation of right based strategies and interventions for moving towards the inclusion of PWDs.

In the present environment, Community Based Rehabilitation (CBR) is the better rehabilitation model to address the challenges and needs f the PWDs with the better utilization of the local resources. As reported by WHO, CBR is flexible and works with need based approaches. Knowing the objectives and needs of the disability sector, the move is towards the CBR which is the strategy in the community development for the rehabilitation, equal opportunities and inclusion of the persons with disabilities.

Some of the challenges in moving in this direction includes:

@ Poor understanding

@ Low priority

@ Less number of trained professionals

@ Other consequences.

To address some of these challenges, the GO, NGOs, DPOs, CSOs, PAs and other stakeholders are moving forward for crating better awareness cum advocacy, making it essential part of the community development and development of human resources by way of training and courses both on regular and distance mode. I am also part oft his whole process and trying to come out with creative and innovative strategies. I will be posting more in this direction.

DEVELOPMENT Vs DISPLACEMENT

Dear All

It is the fact that we all needs development doe leading better living with better sustainability ad quality of life. Another fact that there is no option except to accept the process of Liberalization, Privatization and Globalization (LPG). But in this process what is happening is also known to all. It is giving development to isolated pockets and people. Result is that of widening the gap between the urbanites / rich and rural / poor. This further results for conflicts, agitations and to oppose the developmental works.

The concept of Business to Business (B2B) is not matching to the needs of the people and environment. That is the reason, so much is going in the media regarding the projects, schemes and other associated activities. It means the top down approach with poor participation of the targeted groups at all levels is not yielding an effective results. What exactly the need of the hour is to go for the Business to People (B2P) with Community Based Approaches which are bottom up systems will work with better results. It certainly allows for the participation of the targeted groups at all levels starting from the stage of contextualization to implementation including monitoring and evaluation.

We all needs to focus towards the B2P with Community Based Strategies and Interventions for the empowerment of the people which leads for their independent living with sustainability and quality of life.

FDI - ITS SWOT

In continuation, Foreign Direct Investment (FDI) in to the Retail Markets in India is the hottest topic. The CSE through Down to Earth has created the platform for sharing the concern and feelings along with inputs so that right decision can be taken by the concerned group. I have made certain comments and were put hear for better sharing and reach. The comments are as follows:

Yes, FDI has become ht topic at all levels to decide ACCEPT or REJECT. In this connection, i have already expressed my concern and reflections form the stakeholders. It has to seen from two angles as:

1. The non producers, creamy urbanites who comes under the category of "DEPENDABLE" whose percentage is very less may get the benefits as there is no alternative.

2. The producers, non creamy layer who comes under the category of "INDEPENDENT" whose percentage is very high will be the looser as they have got other options.

In view of these two opinions or groups, the decision to be taken on FDI is very clear to the one who has take the decision.

If the business is in the model of Business to People (B2P) rather than Business to Business (B2B), certainly people will accept as they are going to be the beneficiary.

Coming to the conclusion, there exist several myths in respect of FDI like who is the gainer and looser. In any case the farmers or the producers who comes in the second category of INDEPENDENT certainly are not going to be the beneficiary.

Today's media brings an innovative concept like:

" Alu (potato) costs Rs.1 per Kg but the chips which using only half a kg costs Rs.10. This is what exactly the FDI is going t give the befit".

Can it be understood that water is freely available and one liter of water comes to Rs.12 which is possible through FDI.

The question is who is taking the cream or the waste.

Once again it can be put forward the concept of Rythu Bazar initiated in the state of Andhra Pradesh as the best innovative and creative platform for the producers to get better price for their time, energy, inputs and product.

The choice should be given to the producers and the non creamy layer with better participation to decide what they want.

Yes, displacement for the development has become alarming with conflicts & rivalry at all levels in general and particularly at the grassroots.Development is inevitable and we all needs to go with it. It only needs to work for the need based development rather than the business oriented one.

In the case of made made development, stakeholders got the choice of selecting the land and local resources.It can be done at the right place with right strategies.

But in the case of mining of minerals, the option of changing the location is ruled out. But optimization of exploitation, participation of PAPS & DPS, better RR & measures for the minimization of the pollution can result for need based exploitation which is normally acceptable to all the stakeholders.

In spite of the alarming situation of displacement, still we all can travel along with the process of development as long as it it the mode of Business to the People (B2P) rather than Business to Business (B2B).

Background: It is the fact that Indiahas got sufficient resources to feed the needs of the people. The greedy andmismanagement of resources creates artificial scarcity and further deprives theaccess, share and rights of the people. The process of liberalization,privatization and globalization and population explosion lead for higher demandfor the resources. The rate of growth in natural resources like land, water andminerals is much less compared to its demand. The stages of management ofnatural resources includes mapping, assessment, documentation, creation ofvalue, allocation, exploitation, monitoring & evaluation and reach to theconsumers. The lapses in these stages lead for an ineffective utilization withpollution to the people and environment. All these lead for mismatcheddevelopment with poor sustainability and quality which further lead forconflicts and hazards & disasters. At present mismanagement of naturalresources has created conflicts among the stakeholders and widely published in themedia. The SWOT of the natural resources and development helps us to understandits strengths, weaknesses, opportunities and threats and further action planinvolves in transforming its weaknesses or challenges as strengths andopportunities. In this process, youth, the backbone of country can play asignificant role for managing our natural resources for need based developmentwith better sustainability and quality both for people as well as to theenvironment.

Methodology: The methodologies adoptedinclude:

o Community based assessment of the needs, demandand natural resources,

o Use of geological and geophysical prospectingtools for the mapping of the natural resources,

o Use of software for making an effectiveidentification, assessment and evaluation,

o Use of technologies for documentation andcreation of value,

o Networking and youth clubs / forums for aneffective monitoring, evaluation and social auditing and

o Community based approaches in the process ofdevelopment.

Conclusions: The study emerged withconclusions as:

o It improved the level of awareness on naturalresources and its occurrence,

o It helped to understand the needs and demand Vsthe natural resources,

o Technologies helped for the mapping, assessment, exploitation includingmonitoring & evaluation of naturalresources,

o Helped to understood the possible ways ofmismanagement and consequences on development and

o Youth clubs and forums will work for aneffective management and further for sustainable development.

Recommendations: The recommendationsincludes as:

o Conducting more awareness and advocacyprogrammes,

o Designing of better community based strategiesand

o Encourage students for research study.

The conservation process ofHussain Sagar Lake lacks in understanding the pollution caused to thegroundwater in general and particularly in it’s downstream. The objective of the proposed study includes:collection of water samples from the wells existing around the lake andparticularly in the downstream, assessment of the water quality, geophysicalscanning for mapping of fractures & leakages, suggestions for drilling ofobservatory bore wells, scanning of boreholes with geophysical tools, consolidationof data, and additional dimension to the ongoing conservation action plan.

Hussain Sagar Lake has beendeveloped and used for catering the irrigation and drinking needs of the peopleof Hyderabad and Secundrabad known as “Twin Cities” up to 1930. Later on, ithas lost its purpose and shape in view of: loss of catchment due toencroachment in view of urbanization, development of industries, poor rechargeor flow of rainwater from the catchment, flow of effluents through existingchannels which later turned into nalas, dumping of sewerage and other domestic& industrial waste, contamination due to immersion of religious idols and otherman made discharges.

As the severity of pollution has exceededthe limit of tolerance, people brainstormed the issue to get out of the presentunpleasant water and its surrounding environment. In this direction, a projecttitled “Hussain Sagar Lake and Catchment Improvement Project” has beeninitiated with the objective to improve the lake water quality by preventingpollutants entering in to the lake both point source & non-point sources ofpollution, besides removal of nutrient rich sediments and interception &diversion of dry weather flows and improvement of nalas in catchment area. Theprocess is going on to take necessary measures for preventing the challengesseen on the surface. The objectives of the project don’t concentrate much on thedamage caused to the groundwater in the surrounding areas in general andparticularly in the downstream area covering the stretch with Indira Park,Domalguda and adjoining areas which is more complex to regain or treat thepollution. The research studies made on these challenges do not focus on thepossible groundwater pollution. Suitable strategy has been presented atNational Seminar (1995 by Author itself) organized by APSSB and more attentionis required to address the challenges and thus to regain lake’s olden goldenglory.

Understanding the complexity ofthe lake water contamination and its possible influence on the groundwater ofthe surrounding area in general and particularly the downstream area, themethodologies proposed are: collection of water samples from the existing open/ bore wells; its quality assessment; deployment of geophysical scanning toolscovering resistivity, magnetic, ground probe radar (GPR) & bore well tools;and other supporting geological & hydrological tools. The deployment oftechniques depends upon the feasibility of the area. It is expected that budgetmay not be the constraint as the lake is the best monument of twin cities whichhas got international recognition in terms of religious and recreationalpurpose and further to cater the needs of the people after it’sconservation.

The results of thegeophysical and supported geological & hydrological testing will beintegrated with other inputs of the project for aiming an effective action planin achieving its targeted objectives. The study certainly emerges valid andeffective conclusions in resolving the groundwater pollution caused due to thecontamination of the lake water. Based on the outcome of the study andcomplexity of other inputs / component of the Hussain Sagar Lake conservation,necessary recommendations will be made to regain its glory what it had before1930.

Dear All,

In continuation to the Flag Off on 3rd and first Route Camp on 4th at Ranga Reddy District, had been to Warangal on 4th itself for second Route Camp to be held on 5th.

With local invitees, children and parents, BK Team, the Flag Off has been done by the Joint Collector and other dignitaries. The rally started in the evening from the Auditorium of Govt. Arts & Science College and ended at Zilla Parishad Hall covering around 1 Km. Later, the meet was conducted in the ZP Hall with the participation of the parents, teachers, elected people, Federations of PWDs, NGOs and several District Authorities. The interactive and presentation scession was over with the presentation of Certificates for the participated NGOs by the Team In-charge Smt. Manjulaa Kalyaan and Assistant Director of the Disability Department, Warangal.

Later the abilities mela by way of songs, dance, play and other forms. It was ended by giving the trophies to the participating team members of the NGOs by the CEO of the Zilla Parishad, Warangal.

I had an opportunity to interact with the team and other participants including my experience of being the Coordinator of the Badhte Kadam 2010.

The significant message gone to the participants and others is as follows:

The process and need of the hour is as follows:

1. Early identification and early intervention

2. Training, rehabilitation, employment and livelihoods

3. Mainstreaming and inclusion into the community as a development process and

4. Measures for the prevention of disability to work for the Disability Free Society (DFS).

In view of UNCRPD, further processing of amending our Disability Acts as right based one puts more emphasis on ENVIRONMENT rather than the disability alone.

The Badhte Kadam initiated by the National Trust, New Delhi during the year 2009, 2010 and its continuation of the present 2011 certainly works for the inclusion of the targeted children with developmental disabilities.

With our initiation of moving forward, will work for the empowerment of the targeted groups both socially and economically with real inclusion with better sustainability and quality of life.

The persons with disabilities(PWDs) are the most vulnerable among the marginalized groups struggling forbetter living like their normal counterparts. It is the fact that disabilityacts as a barrier for the development as poverty, disability and developmentare the cause and consequence of each other and certainly disability should be thekey issue while working for sustainable rural development. The access andopportunities for better living of the PWDs are poor and complex in ruralenvironments as around 70 percent of them lives in rural villages. NGOs andother service providers at community level play significant role in cateringthe needs of the PWDs which starts from the stage of creating awareness, earlyidentification and intervention to empowerment matching to their needs, skillsand vulnerability with better convergence. UNCRPD and further amendment processof Indian Disability Acts tunes to the right based strategies &interventions as part of developmental model rather than welfare.

The community based approachesadopted by the NGOs in the state of Andhra Pradesh have resulted for thecreation of livelihoods and employment and further for the economicalempowerment of PWDs with better social inclusion. CBR approach utilizes thelocal resources to the maximum extent and thus creates better access, adoptabilityand quality with sustainability and connectivity for an effective monitoringand evaluation. The approaches are simple and can be replicated matching to thelocal needs and environment.

RIGHT TO EDUCATION IN THE STATE OF ANDHRA PRADESH

Dear All

Now the Right to Education (RTE) has gained the priority and all the stakeholders are putting their best efforts in doing justice to the rights of the children.

In this direction, Sarva Shikha Abiyan (SSA) or RVM is the mission to achieve this target. It has created significant impact and progress in this direction and there a lot to do. It is the fact that several children are out of the school due to various reasons. Some of the reasons includes:

Children with developmental disabilities
Children infected / affected with HIV/AIDS
Children with livelihoods both inside and out side i.e. child labourers
Children migrated on various reasons
Children abused
Children with early marriages manly girls
Children with other vulnerabilities.

What ever may be the reason, several children are out of the school and more significantly the girl children.

In view of the International and national Acts and Policies, it i the right of the children to get education and is the responsibility of every one as we all believe that education is the best channel of empowerment which improves their employability. This further improves their better living both socially and economically with sustainability and quaity of life (QOL).

In this direction, the process is going on to selected the NGOs as the resource cum training center for purposes like:

Create Data Base with community based mapping both to enroll in and to know their position i.e. either in school or out of school
Create awareness for the children, parents, family members and other community members in respect of need of education and existing schemes & benefits,
Advocacy and orientation training to teachers both normal and special, volunteers and other stakeholders,
Identification of the children who are out of school and making assessment cum screening,
Categorizing them into Groups based on their vulnerability,
School preparedness,
Mainstreaming based on age appropriateness,
Monitoring and evaluation and
Facilitation and networking.

This is the need based programme and will be modified based on the skills, needs and vulnerability of the children.

It is the most needy approach to keep the children in the school with need and community based strategies and interventions. NGOs with better coordination and support of GO ca raise to the occasion for the achieving the RTE for all the children.

This demand Vs supply gap forcesboth for unconventional and conventional approaches which results for improperutilization with significant ill effects on the people and as well as on theenvironment. On the other side, poor or no participation of the local communitycreates conflicts including the rejection of the developmental activity. Inaddition, the poor resettlement and rehabilitation packages both at planning& implementation enhances the conflicts and further for hazards anddisasters. The SWOT of the natural resources development and its inducedmigration helps to understand its challenges and to transform them intoopportunities. In this process, the migrants in general and particularly theyoung people get affected for leading better living both socially andeconomically with sustainability and quality of life.

In view of Liberalization, Privatization and Globalization (LPG) and higher demand emerged due to explosion in the population has been resulting for the migration of the people. Among them the young people gets affected significantly which includes socially, economically and environmentally.

As there no option to avoid development, the need of the hour is to balance the development and displacement or migration. This is possible and all the stallholders should concentrate for moving with need based development with community participation at all levels including: conceptualization, planning, implementation, monitoring and evaluation.

Understanding this, RGNIYD is going to organize an International Seminar on Young People and Migration during Jan 2012. Attracted with the concept and need, i have already submitted the abstract and in the process of doing further needful work.

It is the fact youth is our strength and they should be oriented for doing the right thing at the right time. In addition to the regular business with innovative and creative concepts, strategies & approaches, youth should also focus to the needs of the social sector.

In spite of best efforts still, we are struggling for the basic needs including: medical, health, education, shelter, water, sanitation, employment / livelihoods and other needs in general and particularly in the rural villages. These further results for venerability leading towards: poverty, disability, hazards and disasters which finally leads for poor quality of life of the people.

Under these circumstances, youth has got lot of opportunity to develop entrepreneurship covering: medical, health, education, water, sanitation, employment, livelihoods and other support systems.

Recently, a larger group of people had an opportunity to meet in Hyderabad on 30th Oct 2011 and had deliberations in the form of Conference under the banner of Invent for India. It was quite good in all aspects and understood the SWOT of the Entrepreneurship and explored the process of transforming the present challenges into opportunities.

The concern and commitment of the delegates resulted to plan many such events.

Badhte Kadam 2011 will be different from last year’s programme !!

We have developed more proactive goals:

Create more opportunities for participation in the community for People with Disabilities; encourage more responsibility from the community for People with Disabilities and their parents regarding their rights (including accessibility and barrier free environment) through cross disability melas featuring traditional performing arts;
Enable and empower People with Disabilities to access National Trust and other governmental schemes;
Change attitudes in order to help people understand disability in a development context;
Continued awareness raising as attitudes & knowledge on disability are the major barriers for inclusion & participation of People with Disabilities; and
Celebrate diversity

The melas will be held throughout every State in the country except for Sikkim and State of J&K and will include creative methods for disseminating information and educating the public. Some of the major activities in melas may include counseling for parents, puppet shows, shadow plays, Nukkad Natak, ARUNIM Stall, singing and drawing competitions, cultural activities, stalls for essay writing, sames, poster contests, painting, sports competitions, job fairs for Persons with Disabilities, promotion of available assistive services, legal aid services, UNCRPD Information, Right to Education (RTE-2009) and Right to Information (RTI-2005) stalls, information regarding National Trust and State and local programmes and schemes and food stalls. Cross disability melas will be featured.

We are partnering on this awareness campaign through our Lead Organisations in every state, State Nodal Agency Centers (SNAC) and NGOs. Each State/Union Territory (UT) will have approximately six volunteers travelling to the melas with different route partner organizations.

Badhte Kadam 2011 is a huge undertaking in an attempt to continue to raise awareness about persons with disabilities and their right to lives of fulfillment. On one side, issues, challenges, vulnerability ... is ever increasing .. making the people to struggle for the basic needs ... deepens the vulnerability ... may lead for hazards, disasters, conflicts....

For the common man, seeing all these issues in the media both print and electronic could not understand what is going on ?... What is going to happen?.....

Under these circumstances, the unrealistic announcements like drawing a line or defining the line of BPL creates further confusion. This will further leads for frustration, negative thinking... many such unpleasant situations.

Our population is going on increasing with out balancing its resources and thus dis - balances the resources with people's demand. On other side, pollution, shortage of agricultural inputs.. leads for lowering of production drastically.

In view of all these both natural and man made challenges, we all can work out for better solutions with sustainability. In only needs our commitment with accountability and transparency (CAT).

Tuning the advancement in the technologies, the concept and model of E-PANCHAYAT is the need of the hour and we all needs to support for its utilization with sustainability.

Hope, the authorities have listened the voice of the people in respect of the proposed expenditure limit like: Rs.32/persons/day and Rs.25/persons/day for urban and rural respectively. Now, it is understood that these limits are arbitrary and needs to rethink on this.

As suggested earlier, before doing such imaginative or out of the environment decisions, it is better to implement it on experimental basis with varied parameters and environments. Why this simple technique was missed before doing such needy limit which affects the lives of the majority of the people in out country. One of the key factor missing in all these estimates is that of living out of the box. Living at distance from the targeted group, it is easy to assume or present things with colour and technology.

Our aim should be to eradicate the poverty rather than removing the poor people.

Hope, now there is move to rethink on this key issue and expect to see better perspectives for eradicating the POVERTY.

DEFINING BELOW POVERTY LEVEL (BPL) ??????????

Now the present hot topic is how to define and draw a line of poverty. It is the key issue and every one is discussing about this as its precision leads for designing several welfare programmes and further to extend needy support for the targeted groups.

Down to Earth has brought out an interesting information on this and comments made on this are as follows:

It is the right issue before us to draw the line for identifying BPL's. With due respect, having advantages and limitations of several criteria mentioned in the article, the real BPL householder were excluded and others were included. This is clear if any one go through the existing white ration cards. More APLs are having white rations cards i.e. BPL.

This issue needs to be addressed in two ways as:

@ Framing of Criteria:

Income and consumption should be taken into criteria. Now a days having a two wheeler, cell phone, toilet, house, children going to education and access for other basic needs have become common due to several governmental and non governmental welfare schemes. In spite of all these challenges in framing the criteria, the exclusion become more than the inclusion of the real BPL and vice a verse for other APLs.

@ Survey:

More problems comes at this stage. Due to various pressure and compulsions,the targeted groups were not able to reach the team. This may be due to poor awareness, poor access and so on which vary from community to community and village to village.

What to do?

Knowing the challenges helps us to transform it into an opportunity with innovation. The answer is simple.

1. Make Panchayat Raj Institute (PRI)accountable for this job.
2. Ask PRI to make a registry of all the households with all the parameters.
3. Involve the stakeholders at all levels &
4. Create participatory and transparent environment as a singe window system.

... this data helps not only for drawing the line between the BPLs and APLs but also for other developmental programmes.

Hope these simple measures certainly improves the mapping of BPLs and thus to work for the reach the right persons with right support.

NATIONAL TRUST AT ABILITIES MELA 2011

Dear All

In continuation to the day one activities, the seminar has been initiated on the second day (18th Sept. 2011). I had an opportunity to present the National Trust Act, its schemes & programmes and other benefits. After presentation, the session was opened for discussion and many cam forward for better clarification and suggestions.

Later in the day, participated in the Round Table discussion on the Draft on "Rights of the Persons with Disabilites Act 2011 (RPWDA 2011)". It was participatory and had fruitful discussion, At the end, the process emerged with strong suggestions to the authorities.

At the end, the cultural show of the children with special needs was the highlight as it has taken the viewers to the real special world. This is the ability which we all needs to see and understand for making them part of the community with equality, dignity and right.

Hope to move forward for the real inclusion of the PWDs with empowerment which leads for their better living with sustainability and quality of life (QOL).

In continuation to the earlier opening declaration, on the first day, seminar has been organized on the key area entitled "INCLUSION OF PWDs".

It includes the need of developing barrier free environment, connectivity, accessibility, adaptability, connectivity and usability at all levels on the basis on equality and dignity.

The concept of Inclusive Education, the efforts made by the SSA and other special schools was the highlight. It has linked with the day two presentation on the National Trust with the school readiness programme entitled "ASPIRATION".

The approach has motivated the participants and the feelings & concern of the parents has touched the minds who needs to ignite others for doing the needful by carrying the message to many other stakeholders.

The parents, PWDs and other participants could see the abilities of the selected groups of children with special needs both at their stalls and cultural shows.

1. Statement of theProblem: The availability and access for water resources in terms ofquantity and quality is the major challenge for the sustainable developmentalong the Indian Costal Belts.

2. Objectives: Theobjective of the study includes:

· Assessment of the water resources and itschallenges including the gap between the demand Vs availability

· Geophysical and hydrological mapping of thegroundwater resources and salt water – fresh water interface and

· Suitable suggestions for enhancing the waterresources including the check over the saline water – fresh water (SW-FW) interfaceby water harvesting, watershed management and others matching to the localenvironment.

3. Background: Wateris the most precious natural resource which controls everything on this earth.Life without water cannot be imagined. Water is additional factor to Poverty,Disability and Development which works as cause and consequence of eachother. People face several challengeswith the water in general and more significantly along the Coastal Belt. Alongthe costal parts of Tamilnadu and Union Territory of Pondicherry, the dynamicsof the water resources have been affected due to heavy demands for waterresources which are mostly due to man made developmental activities. Thisfurther resulted for the poor agriculture and further for migration. In view ofthis, the study has been initiated for developing water resources with bettersustainability and quality.

4. Methodology:The methodologies adopted includes:

· Assessment of the surface water resources basedon the existing data,

· Geophysical Surveys both profiling and soundingsfor mapping the groundwater potential and salt water – fresh water interface,

· Bore well logging (Self Potential, Resistivityand Neutron scanning) for better support and check,

· Use of GIS and other software for better processing, identification &monitoring and

· Participatory strategies for water harvestingand watershed management.

5. Results & Conclusions:The methodologies adopted have resulted for mapping the groundwater potentialsas well as the SW-FW interface with check on ground realities. This furtherhelped to plan for the utility of water resources for basic needs as well asdevelopment of the area.

6. Recommendations:Based on the ground realities and study results, the recommendations made are:

· Development and implementation of watersheds andwater harvesting strategies,

· Repetition of survey at the interval of 2 years,

· Check over the inland flow of backwaters and

· Community Based Strategies for the developmentof water resources.

It is true that Social Media / networks helps to build relationships. In addition, it helps to display, create evidences,better connectivity, better understanding of concern, commitment and grass root reality and builds faith & trust. Continuation of relationships certainly leads for the mobilization of resources which includes funds.People or the civil societies needs support not money alone.

I am using the media and networks for building the relationships and further to work for the empowerment of the marginalized groups. It all depends on the purpose of building the relationship. Is it for the individual or for the cause. When is is the for the cause of the people or the community, certainly relationship works for the mobilizations of resources.

My efforts in this direction for the cause and civil societies have resulted for:
@ getting technical support and guidance
@ fund support for running the projects
@ Sponsorship support for creating livelihoods

ABSTRACT

1.STATEMENT OF THE PROBEM: The persons with disabilities of urban slums were not mainstreamed and thus deprived services, supports, rights & development and poor living with sustainability and quality of life.

2.OBJECTIVES: The objectives of the present study with need based strategies include:
o Understanding the challenges, skills, needs and vulnerability,
o Creation of awareness for the service, benefits and rights,
o Assessment of skills & needs and
o Formulation of Community Based Rehabilitation as developmental model.

3.BACKGROUND: The persons with disabilities (PWDs) need support to compensate limitations faced due to their disability which may be physical, vision, hearing or mental condition. The extent of support varies depending upon the type and severity of disability. The persons with mental retardation (PMRs) are the most vulnerable as their needs and supports are specific. The PWDs living in urban slums do face several other challenges like: poor access with inferior quality of support in respect of water, sanitation, health, education, livelihood in addition to the consequences of their disability. Other issues includes: poor identification, poor access for services & supports, vulnerability for secondary disability & increased disability. Efforts have been made to reach the un-reached targeted group with disability. It is the known fact that water, poverty, disability and development works as cause and consequence of each other and further affects the sustainability and quality of development of the people and nation itself. This complex and dynamic vulnerability issues can be addressed through community based initiatives with convergence for holistic development. Disability is the priority challenge which needs to be addressed with professional strategies and interventions. In view of the United Convention on the Rights of Persons with Disabilities (UNCRPD) which is signed by India has brought paradigm shift in disability rehabilitation from charity to rights based strategies & interventions. The process is going on to make CBR with right based strategies and interventions with convergence from Panchayat level itself. The indications given on disability population in Censes 2011 are alarming and invite attention of stakeholders.

4.METHODS: The process of Disability Rehabilitation (DR) has been grouped into seven stages as: Awareness & Advocacy, Early Intervention, Education including Special Education, Vocational Training, Employment & Livelihood Activities, Networking and prevention. The service and support system varies depending upon type & severity of disability and their skills, needs & living environment. It is participatory with the involvement of PWDs, their parents & family members, community workers, professionals and other stakeholders with convergence. The developmental model includes the stage of identification to empowerment with life cycle approach covering social, medical and economical areas. It also includes the component of prevention and thus moves towards disability free society (DFS).

5.RESULTS: The developmental model has been implemented and tested in several parts of Andhra Pradesh through several NGOs, Parents’ Associations and other service providers. The results were effective to address & cater the needs and further improved their living with sustainability and quality of life (QOL). It also gained the confidence of PWDs, parents, community members and other stakeholders. This model is flexible and suits to the needs, skills and vulnerability of the given environment.

6.CONCLUSIONS & RECOMMENDATIONS: The study has resulted for better awareness in respect of their skills, needs & rights, need of early identification & intervention, impact of isolation & mainstreaming, capacity building, livelihoods with linkages and prevention of disabilities. It is recommended that NGOs and other service providers working in this area can add developmental model to address the needs of the targeted groups.

AT NIDM NEW DELHI FOR DISASTERS & DISABILITY

Dear All

It is well known info that National Institute of Disaster Management, New Delhi works for the Disasters both for management and mitigations. Slowly natural disasters are lowering and man made are alarming. During Disasters, Disability is one of the key issue which needs to be addressed on priority basis.

Keeping this in view, NIDM has conducted training programme entitled "People with Disabilities in Disasters" during 18th to 22nd July 2011 for the government stakeholders covering major part of India. For this, i had an opportunity to be the Resource person with the specific topics like:

1) Disaster Shelter Management (SDM)for People with Disabilities &

2) Mainstreaming disaster issues into the Community Based Rehabilitation(CBR) of
disabled people.

Accordingly, i visited NIDM, New Delhi on 21st and made presentations on the above cited topics. It was quite interesting and participants were interactive and got motivated to carry forward the concepts of Barrier Free Environment (BFE) and Community Based Rehabilitation (CBR). These two aspects are mandatory in view of UNCRPD. The good beginning made on this day will continue to put the concepts in to reality at all levels. The concept of Universal Design (UD)and Access Audit guides to create the BEF and thus enhances the access in respect of physical and technological side. The change in attitude of the concerned stakeholders will lead for miracles and thus to minimize the impact of disasters for in all in general and particularly the vulnerable groups including people with disabilities.

Looking forward to work for more such convergence programmes and thus moving towards the independent living of the persons with disabilities with sustainable development with better quality of life (QOL)with right based strategies and interventions.

REHABILITATION OF PERSONS WITH DISABILITIES – AN EMPOWERMENT MODEL

ABSTRACT

Persons with disabilities are the most marginalized group which is out of the development and society. More than 10% of the Indian population is suffering from one or the other kind of disability and expected to be more complex in the ongoing 2011 Census. It is the known fact that disability, poverty and development are the cause and consequence of each other which further results for vulnerability for other health hazards. Water has been added later as it controls everything on this earth. The disability acts and policies extend services and support systems for training and rehabilitation of this marginalized group. In addition to the limitations of disability, persons with disability do face several barriers covering physical, technological and attitudinal for leading better living. In spite of the best efforts of government, civil societies, professionals, funding agencies and other stakeholders, the reach to this marginalized group is around 7 to 10% and the mammoth task of un-reached is the real challenge before us. The recent United Nations Conventions on the Rights of the Persons with Disabilities (UNCRPD) is the powerful right based tool for the empowerment of the persons with disabilities as an inclusion. UNCRPD has brought paradigm shift in the rehabilitation model from charity to developmental to human rights and focuses more on the environment rather than the disability. India has signed this convention and process is going on to amend its disability acts and polices with right based strategies, schemes and benefits.

The SWOT analysis of this marginalized group has lead for the formulation of individualized rehabilitation plan (IRP) covering medical, social and developmental areas which works as an empowerment model. This model works from the stage of identification to empowerment with better access for services and benefits as a right. The paper presents the stages of empowerment models and its implementation in the parts of Andhra Pradesh. The model is flexible and accommodates the skills and needs of the persons with disabilities with need based strategies. Uses of local resources (M³) in the model supports for better adaptability with sustainability. The empowerment model has resulted for an early identification & intervention, mainstreaming, skills development, enhanced employability and to be part of the society as a productive member. The advantage of this model is to address the component of prevention of disability which certainly minimizes the barriers of development. Participation of parents and family members of the targeted group has resulted for the transformation of rehabilitation from welfare to developmental activity which further minimized the existing barriers. The results are encouraging and motivated others to replicate it matching to the prevailing environment and vulnerability.

TECHNOLOGY LEADS FOR ISOLATION ???????

Dear All,

It looks some thing different to put this type of statements. Do you believe this??? After several "NOs", one has to put "YESs" also.

Towards NOs, it is the well known fact and nothing to add on this. It is the fact that technology has improved: connectivity, access, affordability, knowledge,skills, capacities and finally development both individually and collectively for the area.

Coming to the YESs, through it sit he fact, still it is hard to express or accept. The reason is every one is almost addicted for the technology and it has become the essential part of the life. Let us see some of the factors which leads for isolation as:

@ personnel discussion has been reduced drastically,

@ while in the house,busy with cell phone or computers, or other appliances,

@ while walking, busy with cell phones,

@ while moving (transportations) either with own vehicles or public systems, keeps
ear phones and communication or hearing music has become essential component and
fashion,

@ while working, music is on, or most of the interactions are through electronic
gadgets

@ while sleeping,music is on

.................. there exist many and every one is familiar with the negatives of the technologies.

Though on one side it is essential and improves our development, certainly leads for less human touch and more of isolation at all places and levels.

One should balance the use of technologies for real development of the people and society in general.

We are reading more on this in the media including health hazards.

ASSOCIATION WITH MEPMA (IKP URBAN), GOVERNMENT OF ANDHRA PRADESH.

Dear All

In continuation to the earlier schedule,district level workshops for the Parents and OBs of their Association was successfully completed covering the districts of: Anaatapur, Chittoor, Kadapa, Kurnool, Mahaboobnagar, Ranga Reddy, Medak, Nalgonda, Warangal, Karimnagar, Nizamabad, Adilabad and Hyderabad during May and June 2011.

Though the present aim was to federate them into the PARIVAAR, National Federation of the Parents Associations' working for Mental Retardation, Autism, Cerebral palsy and Multiple Disabilities, the scope was broadened to their general challenges, existing acts, schemes, benefits and other related issues tuning to convergence. The guidelines and consequences of UNCRPD were also part of these events.

The unanswered question of every parents that "what will happen to the child after us" has been discussed and explained the salient features of the ASMITA of National Trust, New Delhi. This has given significant relief and most of them were motivated to enroll into the scheme. This change in their attitude is significant and motivates others to move forward for better living with right based empowerment.

Feed back cum suggestions were submitted to the concerned and its further continuation will certainly help the parents to work with right based strategies and interventions for the better living of their children with disabilities with real inclusion.

ETHICS WITH CLINICAL TRIALS

Congratulations for bringing such key issue (Ethics on trial, 1-15th June 2011 DTE)before the stakeholders.Clinical trial on the human beings should be transparent by way of:

@ Total documentary evidence on the use and impact of
drugs,
@ Should inform the volunteers about the cause and
consequence of drugs used both on short and long
terms problems,
@ Clinical trial should not be considered as a
business but use it for the human health and
development,
@ No volunteer should be forced and poverty or
vulnerability should not be exploited and it should
be with full acceptance,
@ Temporary monetary needs should not be compromised
the after effects on health and physical structure
@ Volunteer should be explained all there aspects in
the presence of their family members not the
agents and
@ Matching insurance both for health and life should
be arranged before the agreement.

Hope, these measures will resolve the present issue and help to do the process of clinical trial in an transparent and healthy environment which is acceptable to all the stakeholders.

Flouride problem in Guttavarepalle village, Madanapalle, Andhra Pradesh

Congratulations to Priya Desai for bringing such important issue of the community at Guttavarepalle, Madanapalle area.

Some of the important remarks and suggestions includes as:

Stage 1: In this case, the issue or problem is identified that higher concentration of Flouride both in the ground water and surface water. The source of issue is from the ground water and its extensive use for the agriculture is spread over the surface and further into the surface water.

Stage 2: Three approaches were attempted to bring down the flouride level up to permissible limit of 1.5ppm and majorly the same could not be achieved in spite of higher cost of filter and process.

Stage 3: As an alternative, tried to store the water on the surface tanks by way of suitable rainwater harvesting process. Due to less or no rains, the same could not be continued except using them as storage tanks for ground water.

Then, under these circumstances what to do next to lower the concentration of flouride and further minimize its cause and consequences on health, disability, environment and its dynamics with other components of developmental activities. Certainly it works as a barrier for working towards the holistic development of the people and area with sustainability and quality.

Stage 4: Development of watersheds and injection wells helps to recharge and enhance the ground water potential. This certainly helps for diluting the concentration of flouride. This is a long term solution with minimum cost and management.

Hope stage 4 can help to minimize the flouride concentration and its further impact on health and disability. I will be happy to add more on this critical and important issue of the people and area.
